Driving in Bulgaria: Essential Rules

Bulgaria packs remarkable variety into driving distance — Black Sea beaches, the Rila and Pirin mountains, Plovdiv's old town, and the wine country of the Thracian valley are all a few hours apart on a motorway network that has improved dramatically. A hire car is the practical way to see more than one of them. Two things shape driving here: the electronic vignette system, and the difference between excellent motorways and rougher rural roads.

• Side of the road: In Bulgaria you drive on the right-hand side and overtake on the left.
• E-vignette: All cars on Bulgarian motorways and first-class national roads must have a valid e-vignette — fully electronic, linked to the number plate, with no sticker, and enforced automatically by camera. Since Bulgaria adopted the euro on 1 January 2026, prices are set in euro: a weekend vignette costs €5.11, 7 days €7.67, 30 days €15.34, and a year €49.60. Penalties for driving without one are among the steepest vignette fines in Europe. Hire cars registered in Bulgaria typically carry a valid vignette — confirm at collection, especially if your route crosses a border, where the neighbouring country's own system applies.
• Currency: Bulgaria's currency is now the euro, adopted on 1 January 2026 — one less thing to think about for visitors from the eurozone.
• Alcohol limit: The legal blood alcohol limit is 0.05%, with severe penalties above it — including criminal charges and possible vehicle confiscation at higher readings under laws tightened in 2025. If you plan to drive, the safest amount is none.
• Winter equipment: Winter tyres are mandatory from 15 November to 1 March. Snow chains should be carried when crossing high mountain passes in winter, and used where signage requires. Passes above 1,000 metres — including Shipka and Troyan — can close at short notice between October and April, so check conditions before a mountain crossing and confirm your hire car is winter-equipped in season.
• Speed enforcement: Bulgaria operates fixed cameras and average-speed enforcement on motorways, introduced alongside the confirmed 140 km/h motorway limit. Camera fines follow the vehicle, so they reach you through your hire company.
• Road conditions: Motorways and first-class roads are maintained to European standards. Second- and third-class rural roads are a different matter — potholes, unmarked speed bumps, and loose gravel edges are common, so reduce speed considerably off the main network.
• Mobile phones: Handheld phone use while driving is illegal. Hands-free use is permitted.
• Seatbelts: Mandatory for all occupants, with approved child restraints required by age and size.

Given the state of Bulgaria's rural roads, tyre and underbody cover deserve particular attention — check your booking confirmation for the specific cover terms applicable to your hire, as scope can vary by supplier.

Bulgaria's position makes it a natural base for a wider regional trip, and since January 2025 the country is a full Schengen member — the borders with Romania and Greece carry no systematic checks, while Serbia, North Macedonia, and Turkey remain external frontiers with full controls. Schengen or not, your rental contract and insurance do not automatically extend across any border: cross-border travel requires written authorisation from your supplier, usually for a fee, arranged at the time of booking. Turkey in particular is restricted or refused by many suppliers and carries separate toll and insurance requirements — never assume it is included.
